Singapore: 2018 Mandatory Foreign Worker Orientation

The Ministry of Manpower has announced that a mandatory "Settling-in Programme" will launch in the second half of 2018 to help foreign employees to acclimate to Singapore and to better understand their employment rights and obligations. the program will be rolled out in phases, beginning with first-time non-Malaysian foreign workers in the construction sector, and eventually expanding to employees of other sectors, including manufacturing, service industries and others, according to Minister for Manpower Lim Swee. This will affect all foreign work permit holders and employers will be responsible for registering their foreign employees and paying for the course fees.

The goal of the courses is to help employees understand their rights and responsibilities, empower them to know how the agency can help them when employment issues arise, to gain a better understanding of their rights and responsibilities, to learn about Singapore's social norms, and to help the Ministry enforce employment law. Of Singapore's one million or so work permit holders, about 700,000 are non-domestic foreign workers.
